Special HRE Rules
HRE players (which will include Venice and Genoa because I said so) normally may not wage war with each other unless both control outside lands. You may normally only acquire a piece of NPC land inside the HRE once in 5 years, by marrying off a prince.
Every year, I will roll the dice to see if the Holy Roman Emperor has died. In year 1, only a 12 will kill him. In year 2, a 10 will. In year 3, an 8 is needed. In year 4, a 6 is needed. In year 5, you'll need a 5 for him to die. Starting on year 6, only a 2 will spare him. Note: these #s refer to years of his reign, and are inaccurately close together because it suits the game.
When the Holy Roman Emperor dies, the states of the HRE (4 current, and anyone who acquires HRE Land by marriage (allowable once in 5 years)), will vote on which of them will be the new Emperor. The player with a plurality will be the emperor, unless the Pope vetoes his appointment.
The Pope may veto the elected emperor, and appoint his own. This will trigger a war of succession. In a war of succession, HRE nations may conquer NPCs and each other.
Eventually, they may negotiate a deal. One will be the new Emperor, the other will retire to his domains. If they do not sue for peace after 2 years, the HRE will split in twain. One HRE will rule with Papal approval and under the old rules, while the other will not have a papal veto. It may, however, have a crisis of faith.
Catholic Religion Rules
These rules concern the Catholic nations. Orthodox and Muslim countries need not mind.
Special Powers of the Pope
Tithe: The pope can demand money from players.
Excommunication: The pope can excommunicate a Catholic player. This will allow any nation to mount a crusade, to crush the excommunicated party. The pope must give a good reason, or I will smite him.
Crusades
Any Catholic nation can declare a crusade against an excommunicated or non-Catholic player. If the Pope declares, or enforces, the Crusade, then all Catholic nations are compelled to join it.
Crises of Faith
There are 2 crises of faith which may occur: Antipopes and schisms. Both may be declared by a player to have occurred after excommunication, a split in the HRE, or (for a Northern European country wanting to schism) at will.
In an antipope situation, a player declares that the pope is illegitimate, and claims to have appointed a legitimate pope in his land. The other Catholic players may choose which Pope they support. Thus, two churches will form. If there is an antipope, any player can create his own pope at will
In a schism, a player declares himself free and separate from the Catholic Church. He is no longer affected by any of its rules
Electing the Pope
I've decided that we will have no papal player. The pope will be elected by the Catholic nations from among themselves. His longevity will be determined like the Holy Roman Emperor's. Antipopes will work similarly.
