@thasnaily , I stumbled across this by random. I thought you would be interested in this data.
Basic information about the top 10 spenders on defense expenditures, also not just absolute values, but relative percentages too.

Btw, I was looking for individuals in obscure corners of the world (read: Non-world-leading powers, but still noteworthy): These are what I found so far... Will be adding more
Brazil
Admiral Eduardo Leal Ferreira, commander of the Brazilian Navy. (unlisted in Wikipedia, warning! Hard to find something on this guy lol)
Basing the performance of the flagship: Aircraft carrier
Sao Paulo (A12)
Its planes are fairly modernized, but its own seaworthiness has been plagued by the age of the vessel itself, despite multiple renovations and overhaulings. The planes are from Sweden, btw (Saab JAS 39 Gripen: a light single-engine multirole fighter aircraft manufactured by the Swedish aerospace company Saab). S0 maybe 4 stars in air/3 stars in navy, or... 2 stars in navy instead, IDK...
India
Commodore Suraj Berry in command of INS
Vikramaditya, a former Russian aircraft carrier. Considered as the pride and joy of the Bhāratīya Nau Senā (Indian Navy, or the naval branch of the Indian Armed Forces - formally). The name of that ship,
Vikramaditya means "Brave as the Sun". Cute... real cute... lol.
Two Quotes:
**The sea trials lasted three months, and the ship demonstrated excellent seaworthiness and manoeuvrability. The carrier’s electronic warfare and jamming capability was demonstrated when Sukhoi-33s, Kamovs, MiG-29s and A-50 early warning aircraft failed to "paint" the carrier using their radars, whereas the incoming aircraft were detected by the ship at a distance of 350–400 km.
**On 17 September 2012, malfunctions were detected during trials. According to official report, seven out of eight steam boilers of the propulsion machinery were out of order.
Zero movement stars, but has better navy stars than the Brazilian, and also has Defense Tactic as a skill, very low in Air stars however, just one... due to extreme inexperience in pilot crews (even India admits it, themselves!!)

Another possible one for India
This one is the head of the Indian Army.
(from Wikipedia) General Bipin Rawat, UYSM, AVSM, YSM, SM, VSM is the 27th Chief of Army Staff of the Indian Army and assumed office on 31 December 2016. He went up the ranks through Infantry (5th Battalion of 11 Gorkha Rifles on 16 December 1978), with experience in the specialties of high altitude fighting, counter-insurgency. (I'm reading as Infantry gen with skills Mountain & Raider)
Quote: On 17 December 2016, the Government of India designated him as the 27th Chief of Indian Army Staff, superseding two more senior Lt. Generals, Praveen Bakshi and P M Hariz. (Bakshi and Hariz can be used as alternative options if you don't want this Bipin Rawat).
3/4 inf stars?
Mountain Fighting lvl 2/3?
Raider lvl 2?
Romania
From the wikipedia:
The Romanian Land Forces have completely overhauled their equipment in the past few years, replacing it with a more modern one.[30] The TR-85M1 "Bizon" main battle tank and the MLI-84M "Jder" infantry fighting vehicle are the most modern native made equipment of the Romanian Land Forces. Also, 43 ex-German Gepard anti-aircraft systems were commissioned in late-2004.[31]
I'm thinking... Romanian generals are probably not too bad on land or air, but not that good in naval.
www.nineoclock.ro/lt-gen-nicolae-ionel-ciuca-the-new-chief-of-romanian-armys-general-staff-swears-in/Quote:Nicolae-Ionel Ciuca, dubbed the ‘Desert General’, is the former commanding officer of the 26th Infantry Battalion, with which he participated in combat missions in Afghanistan and Iraq between 2002-2004.
Sounds like an infantry gen with two skills of mountain fighting and desert fighting. Plus since Rommel was the famous Desert Fox, maybe give Ciuca a couple of levels in Ace Forces skill too?
3/4 Inf Stars
1 Tank Stars

Desert Fighting lvl 3
Ace Forces lvl 2
2nd Romanian gen
Colonel Botea Marian - commands the 1st Mechanized Brigade for the 1st Infantry Division, the Romanian Army.
I didn't find much info on the man himself, but his command post is well-respected, take a look:
en.wikipedia.org/wiki/1st_Mechanized_Brigade_(Romania)The brigade is considered the best and most modern infantry brigade in the Romanian Land Forces; it is subordinated to the 1st Infantry Division, and its headquarters are located in Bucharest. The 1st Brigade has two paratroop companies in its subordination. The structural reorganization process of the unit was completed in 2010.
I think he's probably decent in tank/air (but I'm making him not particularly a good buy on purpose because a game gotta have bunch of them lol).
3 Tank stars
2 Air stars
Explosives lvl 2
Plain Fighting 1
Anti-Armor lvl 3
Egypt
Ali Fahmi Mohammed Ali Fahmi (Or maybe just shorten it to Ali Fahmi?). Not much specific information on him except for:
Commander of the Egyptian Air Defence Forces
16 December 2016 - present
I looked into his father because it was mentioned that he's the son of Field Marshal Mohammed Aly Fahmy, founder and former commander of the Egyptian Air Defense Forces during the October War.
Similar in roles for both father and son.
The father's info:
en.wikipedia.org/wiki/Mohammed_Aly_FahmyQuotes:
**He was commissioned in 1940 in a cavalry unit and initially commanded armored platoons and squadrons of the Cruiser Mk I, Mk II, Crusader and Sherman Tanks. In 1952 he was in command of an armored battalion at Alexandria and was crucial during the July coup.
**From 1955 onwards he became interested in the concept of Air Defense and proposed to President Nasser to further extend the existing Air Defense units in the Army which uptil then was only based on British 20mm Flak guns.
**After the debacle of 1967, he prevailed upon Nasser to make the Air Defense a separate branch of the Armed Forces, based on the Soviet model. Between 1968 and 1971 he raised five new Air Defense Brigades and two new Air Defense Divisions, plus established an Air Defense Academy in 1970 for the training of young officers and conscripts. He was the first commander of the Egyptian Air Defense Command from September 1968 to January 1975 and chief-of-staff of the Egyptian Armed Forces from January 1975 to October 1978. In this capacity he was also the Deputy Chairman of the Supreme Council of the Armed Forces and a close aide to President Sadat. [1]
**He is mostly known for his planning and management of the Egyptian Air Defense Command during the Attrition War and 6 October war and for building "the Egyptian Missile Wall".
If we're using Ali Fahmi's father's legacy passed down to him in combination with himself being also the current Air Defense Commander... I recommend a Zhukov style Art/Air gen with high defensive tactic skill.
2 Tank Stars
4 Art stars
4 air stars
0 movement stars
Defensive Tactic lvl 4
