Depending on some things... it can be divided by State, then city instead of county. It's sometimes by county to make things easier on cities if they combine their schools together into one county system. But some other cities can afford to have their own schools (like in Columbus, Ohio and the other cities in that metropolitan area).

It's more like a hybrid blend of county-city at the local level in America, while the state level remains untouched.

Europeans has a completely different schedule from Americans. You have 9 weeks of school then 3 weeks of holiday, rinse and repeat, another 9 weeks, 3 weeks, etc...or is it 4 weeks of holiday? Anyway, summer is just a normal holiday for you, but it's different for us.

In America, the summer holiday is about 2 to 3 months long and the other holidays are much shorter like 1 week or less. Winter break is about 2 weeks.

What happened to the 9 week, 3 week rotation during the whole year? I'm surprised that Europe stopped doing that, it wasn't a bad idea.

My dad's friend's kids who grew up in Germany went through that 9/3 thing, I assumed that it's still going on like that over there.
