Oh yeah, and just comparing cost to Govorov is a bit weird, because commonly chosen generals like Patton have more or less high health too.
So, my opinon on the "alternative" generals.
Guderian- How is this a alternative? His extreme power is well known.
Timoshenko- Less than 5 stars tank, and really low skills OTHER than level 3 Tide of Iron. While he is fast, he simply does not have the sheer power of other top Tankers. I guess he IS kinda cheap, though kinds is emphasis!
Montgomery- seems ok to me, though his skills are either low (tide of Iron), weak (desert fighting) or really good (level 4 supply) Does that single skill make up for it all? I guess I'm making him sound worse than he is.
Lin. B. Not good at all IMO. He has level 5 Artillery but NO skills (only good ones level 1) other than level 4 shelter expert which isn't great. PLUS he is very slow. His Lt. general doesn't make up for it.
Arnold- good skills (partly) and stars- OTHER than 1 Artillery? Seriously? despite all the Air generals with 1 artillery star I can still say with conviction that USA has NO artillery generals, which is still annoying.
Mannerheim- I used him until my tablet died. Seems like a good Infantry to me, I'd like to say he isn't perfect but then again he is an infantry. Vasilvesky or whatever his name might be stronger but Mannerheim has perfect raider, which helps a lot if I remember right.
Goring- Off the top of my head only competition for Air slot against Yamamoto. Nice supply, nice but weak economic skill, and not much else. Other than of course his 5 air stars, 2 navy/move, and 3 Infantry stars.
The stupid thing is the game repeatedly putting him on Armoured car (looks really cool) but not giving him more than 1 Tank star. Of course some would say IRL he doesn't deserve what he has but whatever.
Nimitz- I prefer Yamamoto, though in non-aircraft carrier Nimitz is probably stronger. Level 4 oil is little need by end of game, but camouflage is ok...if it even works against Aliens. BUT he has next to no Land ability, and like I said like Yamamoto on land too.
I've noticed that Yamamoto and Nimitz are almost same price, but Nimitz is a marshal. Is that basically admitting that Yamamoto is better when you ignore improvable health?
Always thought it was ironic or something that Yamamoto has shelter expert but got killed in the air IRL. But thats another story.
Nagano- He loses Wolfpack and special skills (like Yamamoto and Nimitz have) while gaining Economic expert (useless in water, only place Nagano is good) and other than Supply which those 2 have, Nagano has bad skills. At least he is cheaper-meh.
All in all not a horrible list, some of these I've had or would consider. However there are certainly several choices I think many would disagree with.
