Huh.
Being an ex-Hetalia fan (stopped following because of some toxic fandom encounters) and currently powering through Fate/Grand Order, I am tempted to replace names and pics of EW4 generals with stuff from these two fandoms.
As for your idea, learn some coding and go for it!

This reminds me of the WC3 mod where North Africa was enlarged (?) and filled with Anime girls. Who also had level 20 skills because reasons.
Hmm Lelouch. Assault Art, Spy? Stuff like that?
