I've regrouped gotten Berthier recently, I'm working on getting him up in stats, but I have one extra slot now

Consider regrouping one or two of your generals so you can get Lan and Victoria trained. Probably Dobeln and/or Oudinot? I suppose you wouldn't want to get rid of Jackson which you had to pay for.
After that get Golitsyn or Doblen (if not gotten rid of already). If you have any emblems left than get Suvorov or Nelson. But Golitsyn would be my pick.

I got rid of Golitysin for Berthier, I'm training him up in cav/movement, and I've pretty much decided I'm going for Verhuell for now, this isn't a permanent slot that's being taken up, after berthier is trained and I get Lan, I'll get rid of Verhuell

Verhuell isn't good as Kate. Get Kate from from one of the America conquests. IMO best navy general, especially without s/l.
