Other generals are Alexander, Saladin, Yi, Nobunaga, Lincoln, Cat and Cleo. Probably going for an archer lineup.

To be honest, Barbarossa is probably the most underestimated general in the game. He is indispensable in inf line-up and could be very useful even in arch line-up (Andrei proved that decisively, imo). On the other hand, arch line-up is virtually impossible without Nelson. So maybe he is number one priority right now...

Barbarossa is only decent once you've spent waaay too many medals on him. Invest in Nobunaga, and upgrade his 2 passive to level 6. His double attack ability granted by Ashigaru is hella powerful.

While I can't speak for Belisarius, Barbarossa is certainly an effective early game inf gen once you get him up to Teutonic knight, then he can just just cut through early conquests

If going for archer lineup nelson would be a great choice for when you can get him as his arch commander can help archers considerably. Then get Li Hongzang in industrial age
