Once again not sure if anyone posted this up but why do I fail even after I get a 100% chance of completing a mission? It doesn't matter if I fill up all the slots or if I don't use my eye covered generals.

These missions are extremely hard you're not the only one struggling with them. I think I got Missile Crisis after like the 30th time. I normally use all my generals for one thing and go to the next thing then. It just functions faster. However I'd say don't go for the normal (red) mission after the point of like Missile Crisis. From there on (or even before) do the medal giving ones only, some of them are pretty easy and you get up to 35 medals.

Filling up all of the slots has nothing to do with the percentages. On the mission after clicking on it, it has a bunch of symbols with numbers next to them. These symbols represent stars and skills, sometimes rank. The number next to them means how much of the percentage they take up.
So if I have the marching symbol with the number 5 next to it as the mission requirement, all I have to do is put 5 stars worth of marching ability. If Guderian has 4 stars, I can put another general to add up to 5 stars. None of the missions are that simple, and some of the later ones take 156 days with all sorts of requirements.
So anyways, the percentage should appear next to the symbols. I don't know if that's what your problem was, but I hope I was able to help in some way.

I don't know if that's what your problem was, but I hope I was able to help in some way. yeah no that's not the problem I follow the requirements I did the battle of taranto (aerial mission) and it requires 3 air ability, 1 naval ability, and 3 shelter ability. so I placed yamamoto and my naval commander which gives me 100% chance of success but its failed (more than twice)

If that shouldn't work after multiple tries look for any possible errors in the game files. Is your game hacked?

Yamamoto only has 2 ranks in shelter instead of 3 so I guess you just have really bad luck. Or does your commander have Shelter? BTW commanders aren't necessary for completing missions.

The only thing you could try now is just using less generals thus lower the likelyhood or just never finish the mission
