Below is the basic guidelines for attaining the City of Cuzco, a medal wonder attainable by beating the 1939 Conquest with an Allied country in 65 turns or less. In this case, I'll use the Soviet Union. Why? Here's a few reasons why the Soviets instead of the British or the Americans:
1. The Soviet Union holds a great number of cities at the start (Riga, Leningrad, Minsk, Kiev, Stalingrad, Moscow, Yekaterinburg, Saratov, AFAIK there's also one extra nameless city) which means great income from the start.
2. You have Moscow, a city with level 3 industry, and Yekaterinburg, with Level 1 industry, close to the Japanese front, and the rest of your cities along with a few generals close to the German front, which allows for a speedy conquest of both big enemies.
3. You have a bunch of Balkan countries ripe for the taking to help you get even more resources.
4. The Germans are split between West, North and East Europe: Specifically, a bunch of generals, including Manstein and possibly Leeb, will go fight France and later the Brits, which will eventually kill them (or if the Germans kill the Brits, their generals will be dead and you'll have more cities ripe for the taking )
5. On the Eastern front, you have Poland as a buffer. Poland will keep Guderian a little busy until you can round up three Arty generals and face him with his inevitable long-ranged doom
6. GENERALS. You start with Zhukov and Govorov, among others. And most of them come comfortably placed in a Rocket Artillery for imminent doom of German panzer commanders.
7. While the Brits start with many cities all throughout the world, they start with mostly weak cities. With GB, in the Asian theater, by the time you have Bangkok and a fleet of Armored Cars Japan will have overrun half of China. Meanwhile, AC's from Yekaterinburg will wreak havoc before the Japs kill too much of China. As for Africa, once you take the Balkans it's very easy to enter Africa, which the Axis won't completely conquer by that time anyways.
8. As for America... don't even think about a speedy win with them. They're way too far from the battlefields. By the time D-Day happens Germany will have reached Minsk and both W. and N. Europe. Not to mention Japan being very bothersome when invading it's homeland directly.
So those are the advantages of the USSR over the Anglosphere. Now, let's take a look at which steps to take to defeat the Axis in 65 turns or there. First, requirements. I would say there is really no requirements, but having a good general or two will definitely help. Badoglio sent from Moscow to Japan on a Rocket/Field Arty is very recommended. If you can't wait to get Badoglio, then attempt with no generals, and instead of using him send MI's from Moscow, along with the AC's from Yekaterinburg. Now, clearing that out, the steps:
OPERATION IRON CURTAIN
For your first few turns, the path of action is to prepare to wage war on both fronts. From Minsk and Kiev, build Motorized Infantries and Field Artilleries, respectively, that will be used to conquer Germany and the Balkans, once again respectively. From Leningrad and Riga, quickly crush Finland with the generals stationed nearby plus more troops. When that is done, move your forces up there down to the German front. Your Artillery generals will be split towards two main points: Poland and Romania. The ones closer to Poland will go there to defeat Guderian, while the ones in Southeast Europe will go lay siege on Romania. Your objective is to either retake or protect Poland, killing Guderian and any other generals approaching in the process. A few enemy generals will be busy the first two-four turns, taking Yugoslavia: Use these turns wisely to invade Romania. To invade Romania, storm Bucharest, essentially nullifying any possible Romanian offensives, and then take the other cities it may hold. If you can take Romania out and secure it, Hungary and Bulgaria will soon fall too, which will make retaking Yugoslavia and possibly Greece possible and will provide you with extra resources for fighting Germany. Use your Generals to kill the German generals. Once they are all gone, if there's any left, use them to storm German cities. Finally, send your general of choice (Badoglio this time) on a Rocket Artilley from Moscow to Japan, and send Motorized Infantries from Moscow and Armored Cars from Yekaterinburg to follow him. Use these to approach Changchung, Peking, and any other cities Japan may have conquered in China.
OPERATION THUNDER
The German offensive on the Eastern front has been neutralized. You know what that means, comrade? Time to launch the offensive! Romania should be on the brink of collapse, if not already in your hands. Take it and send Field Artilleries from Bucharest to defeat Hungary and Bulgaria, whichever one you want first, and then retake Yugoslavia. Once the Balkans are done, conquer Southern Germany, taking away whatever war power Germany had left and conquering its southern half (Austria and Czechoslovakia). At the same time as this, your troops in Poland should have defeated the German offensive. If the Germans took Warsaw, reclaim it and send Field Artilleries to Berlin. If not, take East Prussia first and send Motorized Infantries from it instead. Whichever one you do, the point is to lay siege on Berlin with MIs/FAs and whatever Arty generals are left ASAP. It doesn't matter how many cities Germany took, once you take Berlin they'll be done for. From Berlin, start sending Heavy Tanks to either Cologne or Amsterdam, the latter only if it is currently in German hands. Take Amsterdam, Cologne, and whatever other cities are in German hands through Heavy Tanks from Berlin. Congratulations! You defeated Germany! On Japan, your troops should have reached Changchung. Take it over, and eradicate the Japanese from all of Mainland Asia. Use your Armored Cars to take on the Japanese Infantry generals. Once Mainland Asia is done, hold your horses on Mainland Japan and first storm Taiwan and destroy the Japanese navy, isolating the Japanese. Take a Chinese port and send a ship of some sorts to take the Level 3 port outside Tokyo.
OPERATION ROMAN EMPIRE AND OPERATION COASTGUARD
Germany's been killed, I'm done, hooray! NOPE, there's still work to do. We need to clean up the last vestigies of the Roman Empire, i.e. fascist Spain and Italy. Italy will be harder to take, as you have Badoglio and Graziani looming around and Rome is a tough nut to crack. Before starting the operation, take the city in Northern Italy first. Then, take the port right outside Marseilles and build a few Battleships or Destroyers and use them to chip away the city's HP, while using whatever's left of your generals and MIs from the N. Italy to conquer it. Once Rome falls, take Naples through similar ways, and then move your forces down South to decimate the remaining Italian cities in Africa. In Spain, the situation is even simpler: The Americans are more than likely down there already, probably even taking A Coruña. Send Motorized Infantries from the Northern Italy city and maybe even Heavy Tanks or other troops from Berlin or a French city. Focus on taking Madrid. Once you do, scatter whatever's left of your army between Sevilla and Barcelona, with the aid of air support from Madrid, as you likely have a lot of money by now. Use your forces in Northern Africa to wipe out Italy and Spain, and the European Axis will finally be done. Hooray two! BUUUT!!! We still have Japan! Build up a small fleet of MIs and ACs, and gather it along with your leftovers troops from the previous assaults. Did you follow the tip about sending the submarine to take the Japanese port outside Tokyo? I hope you did. Make Battleships or Carriers and use them to bomb Osaka, Yokohama, and Tokyo, in that order. Land the amphibious assault and destroy Japan. There might be American and Canadian aid, there might not. Don't count on it. Once Tokyo falls, use the rest of your assault to destroy Sapporo, unless the Americans already did, then take Tokyo and be done. This should not take over 65 turns
That's it! It should be really easy to take on this and attain the City of Cuzco. Now you only need the resources to build it...
