I'm not sure about that.But, I have a plan for this.So it says coming soon.This means they will add new units or generals.Other meaning is this comes from an update and this is an premium content which we can buy with real money.I don't know this is my opinion for this.

From what I seen in every easytech game, they never have premium levels. Once you get the game you can get to every level if you put enough effort and skill. So I am pretty certain the Cold War content will be free.
