In Spain and Russia there are often such possibilities... It is easy to prove/disprove. It is neccessary only to spam units without improving farms and wait for result...

It is hardly noticeable in the conquest mode because the enemy AI upgrades the farms and then we just have our army pass by and steal. In the campaign, it's a different story.

That moment when we are two or three turns away from getting a 5* win, food shortage comes in and poof...

Actually, I played Russia 1806 or 1809 recently.
At the beginning, I sold all my food and industry to get gold to upgrade buildings.
Then, we had famine for a couple turns until my collectivasation methods improved existing farm output to more than enough. I didn't experience any debuffs though...
So I don't think morale drops for players during conquest mode.
