At a certain point in the game you know you've already won.
Then you need to finish the game by capturing all cities.
In wc3, Brisbane usually had the honour to be the last city standing and your last obstacle for you to finish the conquest.
What do you think would be the last city standing in wc4, what do you think would be that annoying city you still need to conquer? I named a few:
Note that paratroopers are available for a lvl1 airfield already, meaning if an airport is available you automatically will be able to spam paratroopers inside the cities.
Also note that since it's able to upgrade your cities you perhaps could add an airfield to a city as well if it doesn't have one already. Meaning that you could reach seemingly unreachable cities if you upgrade the cities nearby.

1. Yellowknife
This city in the northeast of canada seems to be unreachable from Vancouver (could be wrong though) but reachable from Edmonton.
2. Anchorage
The capital from Alaska is most likely reachable from vancouver like in wc3. But this city is also a potential general-spawn place, if it includes anti-air artillery this city could be a rather though city to airstrike down.
3. Kuujjuaq
This city lies in the northwest of canada, meaning it potentially could be the last city when playing as Japan or Thailand. However it seems well in range of Ottawa, a city that most likely will have an advanced airport. Also i don't think this place will have air defense.

4. Yakutsk
This city is well in reach of Chita and Khabarovsk, however i don't expect that these cities have a large airport as well (Khabarovsk could have one though), meaning this city could be annoying, as it may not have any air connection at all.
5. Chita
Same as Yakutsk, in reach of Yakutsk and Ulan Bator, this area seems hard to reach by plain meaning you need to conquer it on land which costs some annoying turns.
6. Chongking
This city could potentially cause trouble. Just like wc3, i expect this city to be the first city to have an airfield, meaning when you start out as a smaller european nation and you get close to the gate, you could get nuked/paraspammed/airstriked down by either China (cold war) or Japan (ww2) who claimed the whole asia and have enough recourses to affort this.
7. Brisbane
Who other to follow Brisbane's legacy than Brisbane himself? Although not shown in the trailer this city could also be one of those not easy to get by plane. Combine the possibility of a general inside the city and you got an annoying city.
