So I thougt that this game could use a boost so I made a campaign-guide from this game:
So you start out in the north of Korea, Japan start out in the south of korea. Japanese forces will kill Korean forces, so if they've completed with this, take their areas.
Move your troops towards Peking in the beginning (straight line, so don't take other areas). move up your ship towards peking. create an infantery to conquer the other parts of Manchuria you didn't take.
conquer the city in the south of Peking so don't take Peking at the beginning, if you take this city you can use your ship to bombard the enemies troops. after you've conquered that city head south, (Qing will constantely create new troops at peking so it won't be convenient if you just take them out). conquer all what's left from qing in the south, by now you'll see that qing only got Peking, so they can't spam troops anymore in each turn, so it will be possible to take peking. one's you've done this you'll win.
General advice:
ones you've conquered the city beneath peking, use a general on a horse you create in that city, use that general to destroy Qing in the south.
