How do you use a general to get the business star discount in the headquarters store to buy items?

You can't. You put a biz gen in a city.

It's the eternal trade-off - fight your way through the campaigns to get to the market cities (and put a trade general in to get stuff cheaper), or spend more medals in HQ when the item comes up and potentially get it earlier. The irony of doing it in campaigns is that you end up fighting for the opportunity to get an item that would have helped you earlier in the campaign trail. For this reason, and because I prefer conquest mode, I am often content to spend the extra medals.
The other thing is that AFAIK once you have bought the item from a particular city in a campaign, that's it; it's gone. If you want two or more of them for whatever reason, you need to find another city that has it or buy the extra(s) in the HQ store.
