There's considerably more vacant land in 1960 compared to 1950. Some guesses: - ET got lazy, ran out of funds & time OR some other reason on ET's side of things. - Too complicated. We all know the world is in flames, more so in these 2 periods. If a country is in a troubled time & is already deemed not very important at those periods, might as well leave them blank. - (Insert jokes about ET's knowledge here) Seriously, would you want ET rush through research to replicate IRL situations & messing up badly OR leave it alone & let nothing go wrong? - Small nations. If IRL History is followed, there'd be way too many small nations participating & the complications in involving as many small states are also to be considered. Plus, look at ET's British Malay Peninsular. ET can barely create 1 city EACH for both British colonies in WC3. If Singapore and Malaysia join the fight, they'd be like 0.5-star counties. - IRL complications. Politics and many other stuff is messed up. In these 2 periods, many of these "blanks" are like rougue nations from EW4. They exist, are active and side with neither NATO nor WTO but do fight against 1 of either faction's ally.
