Not easy, but not hard either.
REMEMBER YOU ARE GIVEN A NUKE AT THE START. First take over Osaka and the city with no name west of it. Lower Nagasaki's HP then only drop the nuke else a lot of damage points will be used to lower Nagasaki's HP. Then paratroop to get the Institute so that you can produce heavy tanks in Osaka. Make your fighter army, place your tank general on the 3 stack, and go attack Tokyo. Then if required attack Itagaki with your tank army, and bomb Koiso. Bomb in such a way that his HP doesn't get to 0, because if he does, then the city will just get a new troop there, so make sure you have enough money to paratroop as soon as Sapporo's HP is 0.
That's the normal mode guide.
And yes the Soviets will not become enemies with you, that is in the hard mode.
