Li Hongzhang or Nelson.
Li is cheaper, has Leadership and will become useful much faster than Nelson.
However most likely You will anyway need Nelson for Volgograd so...

I would reccomend both Hongzang And nelson. Archery commander can get attack to get very high. Like my Washington can get to 1500 attack. Definitely useful generals. You could also get Jhansi but she is bad until industrial. She also has archer commander. Just would not get her as she has bad health and stats, her only good thing is plunder at lv6 and archer commander.
Edit: reason for hongZang is at lv6 he gets 100% more damage to cavalry he can do 1000 damage a attack! That is huge. He can even hit harder than my Washington. And nelson gets longbow, meaning he has 3 range. Very useful generals indeed.

If you want a archer killer catherine i believe she has +70% damage to them at lv6. since you want to replace her if you want a better archer killer yi sun sin is amazing. he has armor master and can do massive damage to archers at lv6.
since archers tend to do the highest damage in the game, it would be wise to get a general that can take them out quickly before they inflict heavy losses. My line up is Nobunaga Richard Washington Napoleon Attila Yi sun Sin Li hongzang and Nelson. Attila for dealing with infantry, nobunaga for nerfing everyone, napoleon for fort cracking, washington for mauling everything, richard due to bulk and mass fire at lv6, nelson and hongzang for commander, and yi sun sin for archer damage and armor master. so i reccommend Yi sun sin nelson and hongzang.

You have a very balanced line up... Try to unbalance it a llittle  I would say Petain insead of Cath is one possible way. It is too long to convert your team into archers' team imo. But, again, in Volgograd Nelson is needed... |
