Hmm, new form of aerial warfare I think, but uses old aerial warfare tactics. Dropping "bombs" on poor civilians, "paratrooping" and instead of Dogfights, you get Catfights

Well even though the French have showcased this guy flying along side airforce Jets and you could possibly find a military use for such a device it seem to me that it's very impractical since drones for example could do a much better job and in a safer manner at almost any mission.
The range of the rocketman is super tiny,it can only be flown for a few minutes, and its use is restricted to non-windy days(because of the parachute). The device also requires another asset to be deployed along with him (like a helicopter or plane) and the flying rocket is fairly dangerous to the operator as well because of the hazard caused while changing from flying to parachuting. Also the training and maintenance requirements are relatively high when compared to the benefit it offers.
All in all sure, sure, it could be used by the military but I think they have better options.

If it's the real rocketman then we need more rockets cause buddy Kim been skipping the diet regiment for a while now I thought kerosene was like a heating fuel not a rocket fuel!
