Restarting is your best bet. From there get either Badoglio or Govorov. The first 5 campaigns are easy, so you shouldn't have any trouble.

Like others have said get Govorov. He can hit enemies with high damage, his health isn't to pretty but that can be improved. If not badoglio

I've restarted and played this game like a hundred times, and never once have I found Vatutin to be useful. |

Yeah I would restart, infantary is not the best ability to max out. Armor and artillary those are good investments.
