My first general is Govorov but I eventually bought Messe. As many have mentioned, he is cheap, effective, and has rumor. I also think getting few generals fast can be a good idea because you can send them to complete tasks and get the resources early on.

From the Chinese community, messe undoubtedly the most optimal choice which is followed by Leeb . Then a navy generals for Asia's campaigns if you can get medals for Leeb , you can get him first then a navy or guderian. Leeb is better than badoglio because of extra skill slot and the potential to grow into 3rd arty choice after upgrade. If you somehow can clear Asia without navy, then probably you can skip the navy general.

My first was messe also, he is cheap does the job he needs to and makes the tolerable until the battle of britan and the battle of kursk. Then is when you will maybe need a second general. I have used him past kursk into the end of the allied campaign, I just have been using s/l and careful flanking maneuvers.

So it needs to be said, tanks are the dominant force in this game, since artillery starts out with lower output than in the last title. On top of this, the health benefits from a general are now a percent instead of a flat rate, further increasing the reasons to buy a tank general first. With that in mind, I went with Messe, because he has four (upgradable to five stars) and rumor, which is invaluable in early game. I recommend playing through the first four german missions first, then a one star conquest (which is really easy) and a few of the challenge missions (the blue ones on the domination screen) to get his runor skill up at least twice, and then going after the allied missions. I have pit him up against Rommel, Rundestedt, and Kesselring and been able to defeat them easily (read:no s/l) because he gets them confused and has high output due to the naturally high output of the tanks in this version. TL;DR- get messe, upgrade rumor, and win Which country did you play for the one star conquest, since whenever I pick a side it fails terribly. If I go axis my allies end up losing terribly and take almost no land and vice versa if I go Allies it all usually ends with me having to carry them which is pretty hard to do as a one star. I picked Finland and played very defensively. When i could I took denmark instead of germany, and then norway, and finally sweden, and leningrad and some neqrby soviet cities. The germans were doing well in this play through and the romanians were positively destroying the soviets in the south, so i sent ALL of my resources to italy to win in africa, and then japan, who had lost most of asia. In the end I invaded the americas and UK, but my allies took all the rest (welcome to Bulgarian Australia and Romanian Thailand!)

Messe was my first.
Honestly I was contemplating Badoglio or Leeb as my 2nd general; I chose Leeb. They both have 5* artillery, and Badoglio has better skills at first; however, Leeb's mobility can be upgraded to at most 5*, and you can add on a secondary ability to him (like plain fighting, etc).
