The reason is likely because you have a western device that can't run some of the localizations used in China. I myself run into this when I'm not on my device phone. Localizations by default are more a matter of activation than installation. Try installing localization apps and turning on the language, if that doesn't help, temporarily change your devices language.

Often, when files from PRC are sent to latin alphabetical OSes, they're sent through a decent amount of other systems, which causes corruption. However, seeing as the game engine can in fact perform the needed tasks, corruption can be ruled out. I find it more likely that your text reader does not contain the proper localization. I see you use Total Commander, may I ask what version it is and what OS version you are using?
