Hi,

I'm currently planning to upgrade my artillery tech twice so the howitzers get the 2nd movement tile. However the costs will go down after building this wonder.

So that raises me the question on how to unlock this wonder. Is it worthwile to wait till i have it or should i just upgrade it right away.

It might be awhile to get this wonder so I think you should upgrade right away to benefit from two movement tiles.
