What whould you guys recommend is a viable country to play as in you're first conquest? Presuming you have not touched the tech levels of you're troops and have no generals.
Three star recommendation?
Two Star recommendation?
One star recommendation?

My recomendation for a two star is spain (just like in wc2 and wc3) they are not the main focus of any enemy military, you can just rear destroy france and they really will not care. You can capture portugal, lower portions of Algeria and liberia with artillary giving you a decent start.

I heard Finland is easy as well. Haven't played conquest much though, i'm currently playing India and only done Greece (went wrong) before that.

3 star Italy. I seen Germany been done as well so it might be a good choice as well. 2 star spain 1 star finland

I would say :
- 3 stars : Germany/USSR - 2 stars : Spain - 1 star : Finland
Indeed, you will suffer by playing a 1 star country without your own generals or any upgrade...

1939 Conquests - 3 stars : Japan/Germany *Japan: Can easily defend US with navies (you start w very strong one). China is all yours to take. Your allies usually do well in Europe. - 2 stars : Spain - 1 star : Finland
1943 Conquests - 3 stars : USSR/Germany - 2 stars : Spain - 1 star : Egypt *You starts with lv3 industry!!!. Africa is yours to take. Can defend Italy with navies. Can destroy Italian tank in Africa with dessert commando. Can easily take Spain via Gibraltar.

I actually thought the U.S. was a relatively easy 1939 conquest. Takes a while to get your forces built up, but you don't have to worry too much about defense, and you get decent resources. Concentrate on your Navy in the Pacific first. Take out the Japanese Navy, then just use the generals and other land units you have in that theater by default to invade and take the mainland. Pacific Theater is all downhill from there. I try to land paired teams of tank and artillery generals on the west shores of Spain and France simultaneously. Germany will have spent a lot of its Army conquering Europe and pushing the Soviets. You'll have to fight a few generals over Paris, but otherwise it's not that difficult. Slide one of your tank generals across to North Africa with support from units you build in conquered Spain. If you keep your tech competitive, you can build level 3 factories to keep up reinforcements as you move your army across Europe.

Nope, the main reason for it to be a bad choice is you are too far from everybody

Being far from everyone isn't as bad as it was in WC3 though because of the aggressiveness of the AI. Not having to defend your territory early means you can immediately start building an invasion force as you build your Navy. Less resources spent on units you will lose to attackers early on. You really end up being able to launch your attacks at about the same speed as if you were Most of the other Allied powers. Russia might be a bit easier because you don't need to spend a lot of resources on a Navy early on.
