Turns out that declaring war on neutrals doesn't mean you have to kill them. I declared war on Liberia to see if Spain would kill them for me, which they didn't. So I was grumbling about my closest units being literally half a world away, and when I defeated America by way of 1000 missiles I got the victory screen. So even if you have declared war on a neutral country but never got around to killing them, it's fine. You just have to defeat the base enemy countries.
