I have around 1000 medals. I think I have 4 options (you can come up with another on if you like):
1 Save up for Guderian
2 Save a bit up for Valutin
3 Buy 2/3 Medium Generals
4 Buy some starter gens.
(upgrading eye-covered commanders is a no-go area!)
The only general I have bought is Osawa ( I can dismiss him is necessary). I also have the 3 eye-covered commanders.
Note: I know Guderian is written as Guderian but I hate to edit the poll again.

I think Badoglio might be your choice, you can also save for Guderian if you have confident.

Guderian is very good (the best general in-game imo) but for the amount of medals you have I'd say get Badoglio first before you get a tank commander. But if you really want a tank commander then go with Vatutin.
