First of all, I want to state that this campaign is definetly doable without generals, but I do advise to get them if you want to go for rank S with Germany.
I do think that you won't be able to do this without upgraded tech, though it doesn't have to be too high upgraded.
The most important part for a high rating is the amount of turns, the amount of generals used or cities captured doesn't change the score drastically.
I prepared this with screenshots, but my screenshots are too large to upload, if anyone know how to decrease it, I can then add them to the guide.
My general lineup (only used them to speed the conquest up):
-Leeb
-Rommel
-Konev
Tech and wonders:
Tank and air were maxed out, artillery, navy and infantery were nearly maxed, the rest was barrerly/not upgraded.
No wonders that have an effect on conquests were used.
The Beginning:
Europe:
The most important part is defense, at the start of the conquest. Sent all forces from southern France to the north, to defend against forces coming from the USA, Canada and Great Britain.
Defend Riga with the 3 tanks and the howitzer against the forces coming from Leningrad, BE AWARE, the Sovjet Union often creates a super tank there with a general.
Retreat Guderian and his forces back to minsk and defend the city.
Send Model with his force to Kiev, the city will be attacked by forces coming from Stalingrad and Saratov.
Now for the offensive part: send Student (located at Belgrade) and the heavy tank from Athens to aid the Balkan allies to capture Donetsk.
Send Donitz with his fleet to take out the British fleet located east of Britain.
Rally the tanks located at Copenhagen and Oslo in Norway and send them to Glasgow once most of the British fleet located there has been defeated. This will speed up the progress in capturing Britain. Once the fleet is gone send the submarines to the English Channel to defend against the British navy there and use the cruiser to attack Glasgow.
Build extra submarines in the English channel, they will be necessary to takke control over the ocean aswell.
Spend left over resources at the following: Institutes, missiles (target as followed: Portal, Dowding, London, other cities) and send money to Japan (This will keep Japan alive, making it easier to conquer Asia).
Afrika:
Build up a defensive line at the 2 cities right at the front, the one Rommel is on and where Manteuffel is near.
Build a defensive line at Dakar, what I did was to build 4 more Coastal Artillery, 1 hex away from each other (2 above Dakar and 2 below) and fill the gabs with assault infantery. This is, believe it or not, a relative cheap but effective deffensive setup against the Cuban and Brazilian forces. You will need to rebuild a few Artillery's and infantery forces, but they will send large waves of forces and ships.
Once you have captured the harbor on the bottom, use it to create a fleet to fight of the Cuban and Brazilian forces once and for all.
Send Kesselring with the other 3 forces, in front of him, to attack Tripoli, don't worry if they don't take it, atleast weaken it.
I also advise building 1 or 2 of heavy tanks at Warsaw.
Clean Up:
Once the enemy forces at a defensive line has been destroyed, counter attack, their cities are (almost) undefended. But don't attack too early or your forces will most likely be crushed as you don't have the resources to replenish forces on all fronts.
Use the fleet used against the British navy to secure the Atlantic Ocean and prevent the USA to take A Coruna.
Once you have unlocked missiles, build a missile silo and level 1 airport in the left city in Ireland, paratroop from there to Canada and then take Kuujjuaq down with missiles. From here you can launch invasions into the USA and the rest of Canada.
Send forces from Africa to Brazil, build a missile silo at Dakar and use that to capture the Brazilian cities and then the Cuban cities.
After capturing Moscow, Stalingrad and Leningrad, the Sovjet Union is mostly done for, they will sometimes build weak tanks or artillery, but they will be easily destroyed.
If you have sent money to Japan often enough, they will still be alive and won't have lost too much ground in the north, yet they will always lose the cities in Indonesia.
This will make the conquest in Afrika go by way faster, you dont have to worry too much about the US army, only about the Indian, Chinese, Australian and sometimes British (always weak).
