The effect used to be plus 20 to technology in the city it was built. It is now a 100 percent increase in technological output of the city in which it is built. That is a huge nerf. It means you have to have a tech institute in the city to see any effect, and the effect is much lower, particularly in the early game. A city with a level 1 tech institute will now put out 4 technology instead of 2. Level 2 Institute will give 8 technology instead of 4. This has effectively cut the output of the tech institute from 20 tech per round to 2-4 tech per round for the vast majority of any conquest. Maybe this was always the intent, but it is a massive balance change. Cutting its output to 10-20 percent of what it used to be seems like a bit of an overcorrection. It means tech will advance way more slowly, and it will be difficult to build upper tier units even when you have access to upgraded factories.

Damn well if any IOS players have not gotten the Cold War update than they may want to hold off and take advantage of the technology center before it was nerfed if they are not planning to play cold war for awhile.
I don't think it was their original intent. I think it was nerfed because they realized how OP the technology center was.

Why add a feature like that if 80 percent of the options are utterly worthless?

I think they did it because Tech center can be kinda exploited in the 'Accumulate Supply' challenges. I'd felt like I was cheating when I used it in the challenges before it was nerfed.
And, yes, it's kinda useless in conquest now since the only time I need tech resource is at the beginning of the game when I am better off using Financial Center.

It’s not totally useless. Remember that tech does two things. It gives you the resource, but it aso advances your tech level. It is relatively cheap, and over the course of 20 turns, it can still get you to higher tech levels for upgraded factories, airports, missiles and nukes at least a couple of turns more quickly.
