So for example... I finished GB 1798 at 60 rounds... i do another 1798 this time another country... will i have to do under 60 to geg another set of years ruled as another country?

Years ruled is just like a score for each conquest game individually. So they are independent from other of your conquest games. If you finish your conquest faster, you'll get better year ruled. The nation you play does not affect the years ruled, you can keep playing GB is you want.
