I was wondering if I should dismiss Dowding for Arnold. Arnold has level 4 rumor skill, so I kind of wish I bought him instead of discounted Dowding. Also, if I dismiss Dowding, will I get refunded his full cost or the discounted cost that I bought him at?

I don’t think you should dismiss Dowding. Rumor does not trigger on air attacks, so you would only ever use it if he is attacking via land unit or if he retaliates. I honestly think he and Dowding are about equal in value. |

If you dismiss Dowding, you will get partially refund for the cost that has already been reduced (40% discount).
So no... you cant earn medals this way.
