Can someone please give me a rundown on exactly how this works and how to make the most of it? I see lots of levels for every unit, none of which seems to correspond to what I see in conquest, and this is a different thing from various units being locked out.
I don't anticipate actually needing it, but I would like to know how it functions so I can decide for myself whether it's worth spending those stars on.

As in the upgrade/unlock section found on the campaign page? It consumes gold stars (stars gained by achieving each star when completing campaigns) to unlock/upgrade units. These upgrades & unlocked units are ONLY applicable to the campaign you apply it on. For example, you <unlocked> Armoured Car for campaign x. Now, ypu can spawn this unit in stables once you met the spawn criteria. This only appplies to campaign x, unless it is pre-unlocked. You don't actually need it if you've gotten powerful gens already.

Additionally, the first level unlocks the unit for that particular campaign. Succeeding upgrades will add one rank to that specific unit upon being spawned. For example, a level 4 militia unlock will let you spawn a rank 3 militia for that specific campaign.

And by that specific campaign, do you mean the single battle or the whole of (for example) Holy Roman Empire?

And by that specific campaign, do you mean the single battle or the whole of (for example) Holy Roman Empire? Not a triple militia. Any formation, but with extra chevrons signifying the promotion. Those yellow things that eventually become a star once the unit levels up.
