conquest:
it depends on what era you are playing
campaigns:
the stronger ones are unlocked by the tech trees but they only count for the campaign you have unlocked them. so i shouldnt upgrade your troops at the coalition or imperial eagle campaigns already. but instead save the tech stars up untill you get into difficult campaigns
