Overall, I think the balance on this game is great. I have a couple of complaints on specific units, though.
Air power is generally too weak, but this is an especially bad problem with carriers. They are fragile against subs or cruisers and hit for almost nothing even at full tech and against naval units where they get bonus damage. Even with Yamamoto fully upgraded, you are generally hitting for the same or less than what you’d get out of a top flight naval general in a stacked cruiser. Stacked subs with no general hit harder than Yamamoto in a carrier against cruisers and carriers. Plus, they are expensive and require a level 3 port. No other unit at that tech level is so poor. They really need to figure something out with this. The American supercarriers are slightly more useful only because they ignore AA gun defenses and get bonus damage against fortifications. They are equally useless against naval units.
I have no problem with howitzers being inferior to rocket artillery. Rocket artillery are a higher tech level, after all. However, I have an issue with the French and German super howitzers. They cost the same as the super rocket artillery the Soviets and British get, they don’t hit any harder and don’t get splash damage. Truth is, you are really better off building regular stacked rocket artillery than super artillery with the Germans and French. That makes no sense to me. If they are going to miss out on splash damage, they need to hit noticeably harder against single targets or get a bonus against fortifications or something. That is more accurate to real life, as well. No rocket artillery could match the hitting power of Gustav and the other massive rail artillery pieces. I also wouldn’t mind if the French super artillery kept the same damage but got another bonus such as chance to attack twice. It is a self-propelled gun, after all.
