When the Leader skills trigger, the damage output is incredibly high. I think they are a must for any land general.

I think to give him a team supporting skill is also a possibility... I mean Crowd tactics. It can be boosted with medal as well.

You can also consider Rumor as a utility skill. I just have a hard time giving up the damage output.

If Govorov is your Top Artillery Guy, and you give him the medals for jungle/forest warfare and Artillery Leader, he is going to put out enormous damage. If you have Konev, and Govorov is your Second Artillery commander, a skill like Rumor makes a bit more sense because without medals he is never going to match that damage output you get from Konev. Artillery can’t take many hits, so if you aren’t one-shotting everything, locking dangerous enemies down instead is a good idea.

So you never hit infantry unless it is with your tank. Looks like You haven't noticed that I was speaking about not fully upgraded techs, skills and ranks. Most likely 100% chance to shoot multiple times is an end game story. I am glad You can one-shot commandos But most players on the stage of choosing additional skill can't do that even with Guderian or Mainstein.

What is great in WC4 is the fact that you can sell additional skills you don't like or don't need anymore. Personally I will try some strategies based on Rumor. My best tank general Vatutin will have Armored Assault instead of Blitzkrieg and in that way he will be equal to Guderian in his damage capabilities. But two other tank generals - Graziani and Rokossovsky will have a combination "Blitzkrieg - Rumor". They will start attack and Vatutin will finish it. Rumor is one of the best skills in the see, and I plan to use Graziani and Rokossovsky extensively as Navy Commanders in pure Navy missions. So that is the plan... But if it doesn't work, I simply will exchange Rumor for something more prosaic like Plain fighting...
Ps. I will upgrade Messe's Crowd tactics and give him a medal. But if something will go wrong I will sell him and Graziani, will buy Guderian instead, and will return to conventional style of play proven by others 😆

Between accuracy and artillery leader I don't think there is a "best" skill per say. You are making a choice between a consistent damage boost and a less consistent but higher damage boost. I say the choice is entirely up to your personal preference. Both of them are quite good so I don't think you can go wrong picking either of them.

People usually don't like to be in either/or situation. Therefore Konev is the better choice than Leeb or Govorov... I mean in that situation it is very clear Konev is a better choice than Leeb and Govorov but between Artillery leader and accuracy I just don't think it's very clear what skill is better

I'm sure he's in the game 😊 They solved problems with GP version finally, it seems. He helped me with Supply mission 6, so I make conclusions he already has all 3 IAPs and soon after we'll be able to see his back only... 😆
