People usually don't like to be in either/or situation. Therefore Konev is the better choice than Leeb or Govorov... I mean in that situation it is very clear Konev is a better choice than Leeb and Govorov but between Artillery leader and accuracy I just don't think it's very clear what skill is better Are you pleased with Leeb's performance so far?

I am, I haven't upgrade him but he works well enough and I plan to add accuracy in his open skill slot to increase his damage.

I think artillery leader is the best choice. This critical damage can save You a turn or even more during a mission which is important. Rumor for Artillery is also good but I think it is ideal for Konev as he has 2 free slots.

It is THE single most important naval ability. With land generals, the better your generals get, the more you upgrade them, the less you need Rumor. It isn’t just tank generals, either. A fully upgraded top infantry commander leading a commando unit and used properly can one-shot almost any unit on the battlefield. You really need to be pairing them up, anyway. Put an artillery general with each tank general. Rocket artillery hits biggest threat first and does splash damage to the rest. Tank general comes in and cleans everything up. Once you get 100 percent assault on tanks, you can use that strategy to wipe out half a dozen units or more in one turn with two generals. Fully upgraded tank generals with fully upgraded tech can one shot infantry even in stacks of three or four. My top tank generals can one-shot commandos. So you never hit infantry unless it is with your tank. Looks like You haven't noticed that I was speaking about not fully upgraded techs, skills and ranks. Most likely 100% chance to shoot multiple times is an end game story. I am glad You can one-shot commandos But most players on the stage of choosing additional skill can't do that even with Guderian or Mainstein. No, I did notice you were talking about un-upgraded or not fully upgraded techs. I was agreeing with you. I think Rumor has more value the lower your tech level is. As you get more powerful generals, upgrade their abilities and your tech level improves, it makes more and more sense to boost damage with your abilities and forego Rumor or other utility skills because your ability to one-shot everything goes up. The reason that isn’t the case for naval generals is because the massive HP on naval units precludes one-shots even with fully upgraded tech and the best available generals. I think Sailor and Rumor work very well together. You put your naval general out front in a stacked cruiser. They get tons of HP. They can soak up hits for a couple of turns, deal out boosted counter attacks and lower morale on every unit that attacks them. Then you move in supporting naval units to flank and put enemies in confusion and attack with impunity.

I agree completely. Naval warfare is much more important now. Naval invasions are also much harder than others. Just takes so much longer to kill stacked naval units because of their massive HP.
