What country is easy in 1939 without using general. My tech is pretty low Soviets and Italy are my favorites for 1939 no generals.

I found spain and bulgeria to be pretty easy with only pre pacific tech and no generals.

You have a bit of a choice to make. Large nations like the Soviets or British have a lot of responsibilities and have to defend multiple fronts early on, which can be difficult without generals. But if you can weather those initial attacks, you have the territory and economy to more quickly finish off a conquest. Smaller nations like Spain (which I agree is a good choice), Egypt or Finland don’t have to defend by tooth and nail early on as they get support from allies or aren’t directly bordering strong enemies, so they get time to build up an army and don’t have to defend as hard early. However, if you are too slow in launching your attacks with those smaller nations, your allies will quickly be overwhelmed, and you end up having to retake a lot more cities.
You also have to travel long distances with your armies with some countries because you don’t have territory in multiple theaters like the larger empires do. Britain, France and the Soviets have cities in both the eastern and western theaters and can build separate armies to more quickly take over both parts of the map. Spain and Finland have to invade North America, take over Europe with Germany and Italy’s help, take Africa with mostly Italian support and then move all the way across Asia to defeat China and the British and French cities in the east as Japan will always fail to do so on its own. Japan also has to move its armies a long way. Your first task is to defeat China and the American Navy and then take British and French cities in Southeast Asia. Then you have to simultaneously invade North America, push south to Australia and west to finish off Europe and Africa.

Axis: Romania was duable, I did it by getting yougoslavia and then used artillery to conquer neutral turkey and Jerusalem. --> thereafter you conquer Africa to get west. To deal with Russia I just used some quick troops and used the momentum of Germany to get cities.
Allies: the USA is the easiest without I heard after an inquiry and it was indeed the case. For the USA my primary focus was Japan and I build a lot of submarines in the first periods there, afterwards I used the generals to conquer the upper island of Japan and with support of my Navy I conquered the rest of Japan. Hint: I rushed to fast there, maybe go via Hong Kong and let Japan take Peking etc. That is useful for your income in the long run. Thereafter I sended my troops from Asia west towards occupied Russia. For Europe I used my generals to occupy London when it fell and I made a stand there with the use of some ships, that gave me the time to get Germany and Italy from the other side

I think the U.S. is generally pretty easy for most conquests. You can be faster with other countries if you have the generals and technology, but if you don’t, the oceans provide a great buffer that allows you to build up your forces without having to worry too much about immediate defense. You’ll have to take over more cities once you get to Europe and Asia because your allies can’t hold out, but your chances of being overrun are much lower. Plus, enemy generals will be worn down by the time you get to them.
