If you don't have some 80K medals, it's not worth to upgrade ion if you don't have ECs some 6-7K worth each. Also it's not worth to buy Manstein, he's not so good as he looks like, ECs are much better. I recommend you fire Badoglio, Vasilevski and Yamamoto. Than you will have enough medals to build 2 monstrous ECs. If you aim for aliens, better build 2 art ECs first and later 1 tank. Building ECs follow these instructions: Each time when you upgrade something, choose the next cheapest upgrade from tank/art stars (according to your EC speciality), plain fighting, explosives, supply, tide of iron/artillery barrage (according to EC speciality) and street fighting for art or blitzkrieg for tank. For example, first you check, tank star costs 90 medals, plain costs 100, supply 160, explosives costs 90 and so on. You choose the cheapest, which is explosives. Next explosives costs 160 so you don't upgrade it until all other upgrades cost more than 160 and so on. When you have all your skills at lv3 you can switch to next EC.
Sure, besides that you upgrade movement stars (up to 3 until you get all your skills at level 3), air stars (also up to 3 or 4) and hp (up to some 170 or more if needed).

For 11410 medals you get 180 damage with 6 turns cooldown. Something like one atomic bomb per 12 turns. I don't think that will help notably. But for 11410 medals you can build two ECs who will be able to kill pack of aliens or tower staying in city in field artillery. If you don't know, max ion costs 108550. Ok, that may be too much. 350 damage with 4 turns cooldown ion costs 44845. The same cost 3 ECs with max upgrades. They are able to do much more than even max ion.

thats a lot of medals.... one more question to the EC generals do you think it makes sense to use all enviroment fighting perks on it? (plain fighting, jungle fighting, mountain fighting, desert fighting, urban fighting) i saw that kind of general in some video and was curious about it might be better then normal art perks

You should also include supply, barrage, explosives, and either ace or shelter
