I know this is a very common question ( probably answered already) but need to know which country is the best/essayist country to be in 1939 conquest with no generals

Recommendations for 1939 3 star Italy 2 star Spain 1 star Finland
For your first conquest I would go with Spain or Italy

Same. I followed bruchinati video and spam heavies from Berlin. Then Moscow. I actually spam artillerys as those are op in wc3 but that didn't work out too well for me I guess
Looking back, that's the most interesting part of my wc4 game. Rookie at wc4 mechanics and follow YouTube video, pray to rng God to be able to complete the conquest.

Spain was my first. But through experience USSR was definitely easiest.

Italy was the easiest for my with no generals and no tech. Cleared Africa first while sniping cities with paras in Europe. Once you had enough economy it was a steamroll to Asia and NA. However with more tech and generals allied forces is much easier since you didn’t have to cross oceans to NA to finish.

I think Finland is too overrated. Try Hungary. If you can steal Yugo and Poland, things will be easy.

Finland is pretty easy without generals Turn 45 Finland problem only 4 cities capture Germany can't take take London and Japan is getting killed by Americans and they are losing cities. Should i restart?

Should i restart? Personally? I'd say yes. That's far in without much progress. Para sniping cities from Germany, in Europe, is the best way to gain ground with them, in my experience. Otherwise, you end up in a slight stalemate with Russian generals, for a bit (that is, if you try this without your own)
