I pressed restore button and suddenly get Manstein , Eisenhower and Zhukow + resources + 5000 medals . Is that normal?

There was a bug about that in EW5 as well. Probably just a bug. Which version was it?

The restore mechanism in this game is different to older games from ET. You can restore data in different phone by using same account of Google play. It'll restore all IAP.
