I imagine that someone with a bit of time and experience could make an editor based on domination mode battles/invasions since at least on your part they are a sandbox somewhat ( you get to choose where you place your units and which one you use)

I would replace english Indonesia and would replace it by Dutch Indonesia. And you always get those notifications like ... Joined allies or something. Maybe programm it to be more like real time, USSR joins a bit later, than axis become stronger, therefore remove Spain from there alliance.

I always found those annoying and irrelevant, both for gameplay and a historical view. I always felt that an editor would make the process of moding much easier, since you could focus on content only and not programming related-issues (... I can't get how people can work in hex...)
