On my first playthrough, I got Leeb. On my second playthrough, I had gotten Leeb first before Messe. So...Leeb.

Or go straight for Guderian. It's somewhat difficult, but meh. Leeb should be bought at SOME point, I guess, so he might be the best option.

IMO it's better to buy tank gen first and art gen later. Because when you get 40% discount for Konev, you can buy cheap best art gen, in which you can invest not more than some 500 medals and you get also inf gen, who is able to handle even hardest invasions (sure with appropriate tech level), so you don't need dedicated inf gen for invasions (for other purposes you don't need inf gen too).

Go for Guderian, but if you cannot make any further progress to getting him, Leeb is a great choice
I went for Vatutin as my start, though I feel the Messe start is better now that I have more experience
