WC3:Second rise of the Soviets mod planning

In January 2018 i will start to work to a mod that will focus only on campaigns (and no i will not focus on ww1,ww2,cold war or other wars) I will focus on a future war that will feature the second rise of the Soviet Union and the Soviet invasion of Europe and then,the world
1. There will be NO alien ships
2. The 1.0 version will contain only the invasion of Northern,Eastern and Central Europe . If the mod will receive a good review i will continue adding new campaigns
3. There will be NO generals (the year that the Soviets will start the attack is 2029 and i don't want to add wc4 terrorist generals or anime generals)
4. The 1.0 version will contain 15 campaigns:
1.Operation Weserubung II(Invasion of Norway,Sweden and Denmark)
2.Winter War II (Invasion of Finland)
3.Red Caucasus(Invasion of Armenia,Georgia and Azerbaijan)
4.Fall of Turkey I
5.Central Asia Invasion(Invasion of former Soviet republics)
6.Fall Of Ukraine
7.Operation Balkanica I(Invasion of Moldova and Romania)
8.Operation Balkanica II(Invasion of Bulgaria and former Yugoslavia countries)
9.Fall of Sparta(Invasion of Greece)
10.Fall of Turkey II
11.Invasion of Belarus and the Baltic States
12.Operation Balkanica III(Invasion of Hungary,Czech and Slovakia)
13.Invasion of Poland
14.Dawn from the East I(Invasion of Austria)
15.Dawn from the East II(Invasion of Germany)
The campaign names will not remain this . It's just for starting
I want to know only 2 things
How to change the teritory ?
How to add units and cities on the map ?
Also I think I will use the extended map mod for making this(i'm not still sure)
