I’m sure this question has been answered many times, but I haven’t been able to find a comprehensive, detailed guide to completeing 1939 conquest. I have one general (Messe) and very little tech.

Also, try not to let the british generals land in Belgium/Netherlands when playing as Germany. It can be a little hard to push them out back to the sea, especially if you have only one general (as he should be on the Eastern Front).

The Conquest was done by me without any Generals nor Technology Improvements nor the Ion Cannon as I didn't know about it. Destroy the British at sea to prevent large dammage dealt to you. Also , navy wise, don't forget about the Atlantic navy and just spam Subs from the Baltic Navy, defend frequently with Infantry, it will take some math to make you get a Tank out per round and defensive work ETC. Also , don't get your Troops into the sea as the Allies have a large navy.

Or, as Desophaeus would say, try Italy. It's easy, too.

I had it more harder with Italy than Germany. Not much profit can be made from Africa except Cairo while in Europe you can snag many Capitals and other large cities very quickly Germany can take Amsterdam very quickly, same goe for the Level 2 city in Poland and Copenhagen. Yugoslavia will be rolled for you to take and Athens will be dropped quickly so you can take it as well easily. Benelux is easy to take, You can roll one of the Biggest Allied Powers in Europe and leave them out of power while you can drown the British army when they try to land in Europe

In WC4, Africa suddenly becomes a lot more important than you would think so. Germany has zilch power to influence things on the African colonies (which are fueling France and UK). I've noticed that France stops its reinforcements pretty early if it loses the colonies in Africa. Just drop your Messe (or any other tank general) onto a heavy tank triple stack and move it south from Rome on a rampage. I've used Badogilo from the starting generals at the conquest instead of putting my Messe south, same idea, it works. Germany doesn't have that ease of access to both Africa and Europe. Italy, on the other hand, if keeps a balanced approach between West Europe and Africa (including the Middle East), then Asia and the Americas opens up to you as potential gains. Trust me, the African and French gains do build up your income pretty big and you don't have to fight USSR (and their flood of generals).
Second major point why Italy is very easy: You're also forgetting about Germany's ENTIRE academy of generals. As the player, you don't have the same access to deploy them onto new units like the AI do. So it helps if Germany wastes their generals fighting with Russian generals, then soon as the crowds starts to become thinned out, you can walk across Southern Russia (either from Yugoslavia or Syria) and help mop up the Eastern front.

I was going to mention some of this, as well, but figured I'd leave it to the pros. It's important not to under-estimate the German AI, here. They'll soften up just about every front which may have otherwise given you trouble. Also, playing as Germany may seem more beneficial, but you also have to face the brunt of everything. Doing so can stall your progress by quite a bit.

And Messe captured southern France (like an Italian controlled Vichy France), which was of big help to me.

I have played Finland a couple of times (thus not playing as one of the two), I never had seen Grazini go east (except for Yugoslavia at most). Usually he tend to aim for France. Once, he went for Greece then to Egypt. More commonly, I see Romania trying to capture Stalingrad then fall apart. Edit: back to the point - AI Germany is more helpful than AI Italy, A LOT MORE.

Sadly, AI Guderian heads West before being sunk in the English Channel. Manstein just... dies

What you experienced may have been an anomaly or lucky roll of the dice. Also, exactly as someone else said, the German AI is far more useful than the Italian AI. This is partly due to the fact that Germany can spawn several half-way decent to good generals to help out, while Italy is more meh on that front. The main reason, that I noticed, though, was that Germany softened up most of Europe, allowing you to para-snipe some high value cities.
