What skills could be added to this guy? Rumor and one more slot, basically up to your creativity. Could be sailor, explosives, ace forces, or shelter.

IMO Mountbatten is arguably equal to Nimitz with his skill set but Dönitz's lvl 4 wolfpack can really make a difference, I am so bad at naval invasions that I cant do the 12 medal ones without Dönitz but otherwise Mountbatten, Kuznetsov, Nagumo or Nimitz is probably enough for navy generals.

Then again, you don't counter the Terrorist naval units. My vote heads to Cover. It can reduce a ton of damage on Navy,, and make Doenitz even more tanky.

Do you think making every general’s rank into marshal smart? and also i don’t seem interested in Cover. Explosives and Ace Forces would be good.
