I have 16$ as of now
Should I use that money for IAP on WC4? I used my 20$ on WC3 for Manstein before and I slightly regret it (I barely play WC3 as of now)

One powerful general won't change the situation. You have to set realistic goals and step by step achieve them. Without this you loose your interest sooner or later and you will regret it one time more

I purchased Manstein and it made me had a laugh several times, no regrets whatsoever on his purchase.
True that Guderian has potential to be on par with him and you can get him without spending real money, but that costs a lot of medals and time.
Manstein will help you out massively early on and will prove to still be a powerhouse later on. I suggest him way more over spending it on medals, as he is worth way more than those, specially considering he has max rank (meaning max hp), all abilities with some level ups and max in tanks and movement speed already.
He also comes with some resources, but thats just a bonus, nothing important as every upgrade requires 2 different materials, so having excess of one means little.

I now have 2495 medals, yeah, I don’t get the chance to play WC4 everyday, I’ve got a busy schedule But whenever I do come back to the game on my breaks, it sure is fun with the challenging elements so maybe sticking as a f2p is not so bad.

You still don't know how long the game will fascinate you... And you can buy Manstein anytime you like, if your interest won't disappear. Let this opportunity be open for some time...
