He dosent just have a terrain bonus, but explosives to do extra damage to cities I don’t really like that skill. In my opinion, it is only really effective on navy or infantry, who have damage to forts. With the right build, you won’t need it at all. But if you like having a 30% bonus to cities, all power to you. But it is much more powerful when supported by precision and artillery leader, hence it will only work with Konev or Guderian, assuming of course that you want rumor as well. In my opinion though, I will grab cover instead. Cover isnt good for artillery as you arent gonna be attacked much. |

Imo artillery barrage is okay but not that good. |

Well here we go. This is one of the generals that falls into the category of "Was really strong in previous game but then ET realized that and nerfed the heck out of him". This can apply to any et game.

Retrospectively, accuracy is a better skill on govorov than artillery leader. BUT Leeb is arguably better than him, and I dont think zhang can come close for better damage, so im thinking of sticking with leeb in the meantime until I can boost his upgrades(2 years or so later lol)
