I've read a lot on this wiki, despite not getting too far in the game yet (probably because I'm doing it without any microtransactions), and I've read a lot about what generals to buy, in what order, etc, but not anything about how good it is upgrading them (e.g. their stats for each unit type).
I'm assuming buying is a lot more efficient until you reach the limit of having too many generals. I have 2 generals (messe, leeb) and have got as far as unlocking the cold war campaigns, and have saved up a tonne of medals for Guderian, although I still have a few hundred to go. I have never upgraded, but the last star for messe's tank stat seems like it could be useful, if i ever get enough medals after getting guderian. Would this upgrade be the best do you think? Or would a 4th general be better?

I doubt anyone would reccomend to upgrade a general that you will later dismiss besides that banner upgrade (from blue to green.. 10k coins and then from green to red whih is 50k). As you said, upgrading is good after yoy have at least 4 or 6 generals ( depending on your era). For an order priority I'd take this:
Stars (for the unit it commands and then for movement and maybe air and navy)>Skills where you have medal>Other unit specific skills (like X leader)>Rank, New general>Not specific skills (Ace forces, Shelter, Elastic Defense)

I have started to upgrade my generals after having all kind of them. Messe-leeb-guderian (tired of trying to get medals to get him and sold messe)-rundstedt-nimitz. After than i started to upgrade guderian (lv5 armoured assault, lv5 panzer leader, rumor lv3) and i have all medals boost. I can say that, one upgraded general is a lot better than three good tank general. My guderian is a beast, one shot everything. My advice is after having all kind of generals ( one of the best ones) start upgrade. Because only daily invasion medals are free, u must get tham all. Also get wonders give extra invasion and reward ( red fort) I also have full discount of all generals, waiting for getting rommel, later konev.

It depends of how long are you planning to keep the general in question in your team. As you have only these two generals, and it probably will be a long way until you get another top tank general, you can retain Messe as your 2nd tank general, in which position he would be very useful. So then, I would recommend you to upgrade him after you got Guderian, the 5th star and a level 3 rumor can make a lot of difference in the combat.
