I did a conquest as HRE 1798 and won at 27 round with 5000 gold, 1500 iron, 9500 food and didn't get Victoria. If I will wait to the 29 round, I can collect 7700 gold, 2000 iron and 9500 food. And even with that resources I still can't get Victoria. Stars 350+, generals rank and nobility are high

It’s a trade off not to build too many units needed. Your army will need to be very lean.

Is that the only way to get Victoria? Yes, only doing conquests under a certain amount of turns and accumulating some determined amount of resources. I have never seen someone get her in other than the 1798 HRE conquest.

I have Lasalle, Doebln, and Moreau You can only use 3, they either need to be fast or able to attack without retaliation, which is why infantry generals aren't recommended. Replace Dobeln with someone like Sophia and make sure you have plenty of items.

Ok, what items do you recommend? I would recommend tents (health regeneration even when in open field), war horse (substitute for geography skill) snare drums (substitute for the mass fire skill) and any +6 attack or +4 defense item.

Infantry boots aren't the best choice for this specific situation. As junius, said, using an infantry general to get Victoria or Lan is not recommended. Usually people use one artillery and two cavalry generals, or two artillery and one cavalry generals. Therefore, I'd say if you are purchasing items for the specific purpose of getting Lan, Victoria, or even Isabela, then you should focus on getting artillery/cavalry items, or items such as the snare drum which don't discriminate.
