Use a program called Mali Texture Compression Tool to decrypt it to an editable image file and hen use the same thing to encrypt it back into a PKM.

Any idea how to open those pkm files? I know I sent you this thread, but it somehow has managed to prove itself useful for your case: european-war-4.boards.net/thread/7549/texturing . Other than telling us what to download, it gives a bit more on unit texture editing (I think you wanted to switch a unit's textures with a plane?). But in short, just download the Mali texture compression tool like what Mao Ze Dong said
