A good way to think about slim is that he has lvl 4 urban fighting without a medal buff, and lvl 6 with a medal buff, one top of having level 1 plain warfare. So thats + 30 damage with a medal buff, equivalent to have 5 stars in tanks. With lvl 3 plain and urban fighting, thats lvl 6 urban warfare without a medal, and lvl 9 urban warfare with a medal. +30 damage equals to 6 stars.

I thought he was worth pointing out. Yup. As a side note, +30 damage is enough to make even Arnold hit hard in Artillery. That's why Plain Fighting can be so useful. It basically gives 1 more star per level. At Level 5 it practically gives 5 stars to the general. Level 5 Plain Fighting is one of the reasons why Manstein can be even more ridiculously powerful, gives him 11 stars in Tank. And like 15 stars with maxed Tide of Iron, if you don’t count that his damage will be reduced due to lower HP.

At max, he’ll have + 75 damage in cities on top of the bonuses of armored assualt and panzer leader

Slim is mediocre, but he is really useful for tasks that feature Street Fighting. Level 3 Street Fighting for just 855 medals is nice. He is also great for tasks where you need a high amount of Infantry stars and movement. His good rank of Lieutenant Colonel also helps. The next guy with Level 3 Street Fighting that you can buy is Leclerc, who costs around 1500 medals. Of course, only do this if you’re willing to take a patient approach to the game. But it definitely helps unlocking medals faster, and gathering resources.
