I bought 13$ worth of medals and brought Messe and Leeb (is New account so could not be bothered waiting for Guderian to be unlockable) I maxed out the rumor on Leeb and was wondering if it is a good idea to do the same with messe

In UN scenarios and late domination it is very important. I have cleared the game with almost only rumor upgrades for my gens. Before UN and late domination battles it doesn't matters which upgrades you have, if you got some 2K extra medals from the very beginning, that have to be no problems till than. And for conquests gens are not required at all. Just upgrade your tech wisely and it will be ok. Though I don't think Messe is the one who is worth to upgrade, but Leeb's rumor you will use in late game too.

In a current ET trend for endgame period, Rumour is VERY GOOD if not a MUST.
Usually, the enemies you face are either numerous, or very OP. 2X Rumour + flanking or 1X Rumour + besiege prevents opponents from attacking. This increases gen survival & weakens enemy offensive capability.
It is only not SLIGHTLY LESS useful IF your Blitzkrieg/RA 100% firepower/Guerilla activates + 1-hit kill gens. In endgame UN, the terrorist gens are quite OP, so you have to either hit them hard & avoid counterattacks OR lock them down (confuse them)

I want to add that Rumor will be of great use when you move all your generals together. "Crowd tactics" not as a skill (though quite a good skill as well), but as a strategic approach is quite effective in Modern war missions. It is possible to confuse several units using Rumor and encirclement. For example, a heavy tank in the city and two generals are disabled and are an easy prey...

I want to add that Rumor will be of great use when you move all your generals together. "Crowd tactics" not as a skill (though quite a good skill as well), but as a strategic approach is quite effective in Modern war missions. It is possible to confuse several units using Rumor and encirclement. For example, a heavy tank in the city and two generals are disabled and are an easy prey... In many missions I dare not to attack until enemy is totally covered by my units. Double arrow down is sometimes only thing to survive impossible tasks... Especially cities, when enemy won't build troops one after another.

Agreed, against these so called "Titan" gens, it's better not to our sacrifice good gens by sending them to their deaths in 1 V 1 battles.

Rumor is very important especially when you are fighting strong generals of the enemy. I maxed out the rumor skills with 2 generals and they're doing great jobs

Rumor seems to me to be a great strategic advantage
the ability to 'smoke' (confuse) enemies effectively nullifies their attacks allowing your heavy/survivable units (tanks) to hit others while 'lesser' units (infantry) mop up
In invasions, it's a strategy for me to nullify the General unit (flank & confuse) then concentrate fire on the others
In the tank invasions, facing 12 Hvy tanks with my 8, using this tactic I can complete the invasion with minimal, if not no, losses
